OVERVIEW
The Weatherization Assistance Program is administered by Louisiana Housing Finance Agency through a partnership with the Louisiana Association for Community Action Partnerships (LACAP), which contracts with local agencies to delivery services to the 64 parishes.

Federal Authorization: The Weatherization Assistance Program (WAP) was authorized by Title IV, Part A of the Energy Conservation and Production Act (P.L. 94-385), as amended; amended most recently by the State Energy Efficiency Programs Improvement Act of 1990 (P.L. 101-440) and the Energy Policy Act of 1992 (P.L. 102-486). The goals of the Weatherization Assistance Program are; to reduce the national energy consumption of fossil fuels and imported oil; reduce and improve the comfort level of low-income families.

Federal Funding: The WAP is funded by grants from the U.S. Department of Health and Human Services (DHHS) and the U.S. Department of Energy (DOE). Fifteen percent (15%) of DHHS award is set aside to supplement the Weatherization Assistance Program. Utilizing a part of the 15% of the DHHS funds, the Louisiana WAP includes an Incidental Repair Supplemental cost category. The measures allowed under the incidental repairs program are necessary to improve the living quality of the household and/or benefit the energy savings/weatherization effort.

WAP Distribution Formula: WAP funds are distributed of the 17 WAP providers through a statewide WAP distribution formula. The formula is based on relative need for weatherization project by low-income persons in the service delivery area. Some agencies provide services to one parish while other agencies’ service delivery area is composed of several parishes.

Eligibility is based on:

1. • Household income must be at or below 200% of the State Median Income determined in accordance with the criteria established by the U.S. Director of the Office of Management and Budget.
2. • Dwelling unit eligibility: Persons living in a single family dwelling unit (home) owned by the applicant/occupant and persons living in rental dwelling units (both single family and multi-unit buildings) are eligible to apply for weatherization services. The home must meet eligibility requirements. Information on requirements for a specific unit may be obtained from the agency located in the parish of residence.
   

 

Applicant Priority Ranking System: The system is designed to methodically identify and prioritize services to households that are more vulnerable to possible negative impact due to extreme hot and cold temperatures.

The Applicant Priority Ranking System awards points to applicants whose household contain one or more of the following priority persons: children (age 17 years of age and under), elderly (age 60 years of age and older) and/or handicapped individuals. Additionally, the points are awarded based on income, length of time an application has been on file. High energy users or households with a high energy burden may also receive priority. The total points awarded are based on the information provided on the application and the results of the home inspection. A waiting list is generated and the household with the highest number of points is given priority and selected as the next house to be weatherized.

Weatherization Services: When the household and the dwelling unit (client's home) are both determined eligible, weatherization services are provided. The weatherization measures that are installed on the home will be determined by a Priority List. There are two separate Priority Lists of measures, one for site built units and another for mobile homes (trailers). Weatherization services may include the installing attic, wall, floor, duct, and pipe insulation; installing low-flow showerheads; cleaning air conditioners; installing sunscreens; installing compact fluorescent light bulbs, improving clothes dryer operation; applying cool-roof reflective coating to metal roofs, and replacing old refrigerator. Homes receiving weatherization services may receive incidental repairs to make the installation of weatherization materials effective, for example; roof repair, door and window repair; replacing missing or cracked window panes; caulking; weatherstripping; patching cracks and holes in ceilings, walls and floors; switch and outlet gaskets, replacing thresholds; and installing door bottoms. Related health and safety services may include installation of carbon monoxide and smoke alarms. Activities on each unit will vary depending on the characteristics of the individual unit.
